NEWFOUNDLAND AND
LABRADOR HYDRO
(THE AAPPLICANT@) FOR APPROVAL OF AN
AMENDMENT TO ORDER
P.U. 19 (1999-2000)
PURSUANT TO S.41(3)(b)
AND 76 OF THE ACT.
WHEREAS Section 41 (3) of the Act requires that a
public utility shall not proceed with the construction, purchase or lease of
improvements or additions to its property where
(a) the
cost of the construction or purchase is in excess of $50,000; or
(b) the cost of the lease is in excess of
$5,000 in a year of the lease without the prior approval of the Board; and
WHEREAS in Order P. U. 19
(1999-2000), dated November 25, 1999, the Board approved Hydro’s Capital Budget
for the year 2000 in the amount of $36,265,000; and
WHEREAS in Order P. U. 5 (2000-2001) dated
May 12, 2000, the Board ordered Hydro to put in place an emergency supply of
1500 – 2000 kW of generating capacity in the Roddickton area; and
WHEREAS Hydro proposes to comply with this
Order to provide this generating capacity by relocating to Roddickton, from its
St. Anthony diesel generating station, an 850 kW transportable diesel
generator; and
WHEREAS
it is necessary to amend Hydro’s year 2000 capital budget to include this
amount; and
WHEREAS
in its application dated 21 July 2000, Hydro has estimated that the cost of
this work will be $84,000 and shall include:

the
relocation of the diesel generator from St. Anthony to the Roddickton wood chip
site;
·
the
modification of the black start system at St. Anthony to work in the absence of
the 850 kW mobile generator;
·
the
provision of protection/control devices and automated plant programming changes
for St. Anthony; and
·
the
installation of additional tankage and the upgrading of the fuel system at the
Roddickton Terminal Station.
IT IS HEREBY ORDERED THAT:
1. Pursuant
to Section 41 (3) of the Act, the Board approves:
(i)
the
relocation of the diesel generator from St. Anthony to the Roddickton wood chip
site;
(ii)
the
modification of the black start system at St. Anthony to work in the absence of
the 850 kW mobile generator;
(iii)
the
provision of protection/control devices and automated plant programming changes
for St. Anthony; and
(iv)
the
installation of additional tankage and the upgrading of the fuel system at the
Roddickton Terminal Station;
at a cost of
$84,000.
2. Order
P. U. 19 (1999-2000), as amended by P. U. 9 (2000-2001), is hereby amended,
mutatis mutandis.
