FOR CIAC=S; AND
(iii) REVISED CONTRIBUTION IN AID OF
CONSTRUCTION
(ACIAC@) COST FACTORS
WHEREAS Board Order No.
P.U. 4 (1997-98) issued by the Board on the 4th day of August, 1997
required amongst other things that,
Newfoundland Power file annually, together with an
affidavit, a schedule of current costs, and the effective CIAC Policy
Appendices entitled, Distribution Plant Upgrade Cost for CIAC's, and
both Residential and General Service Distribution Line Cost per Metre for
CIAC's,
and
WHEREAS
Board Order No. P.U. 7 (1997-98) issued by the Board on
September 30, 1997, approved the revised CIAC Policy of Newfoundland Power,
effective October 1, 1997, and
WHEREAS on February 23, 2000, Newfoundland Power submitted
for the Board=s review, Schedule A, Distribution Line Cost Per Metre
for Residential and Seasonal Residential CIAC=s (Appendix A, Page 11 of 11 to the Residential Policy), and Schedule
B, Distribution Line Cost Per Metre for General Service CIAC=s (Appendix A, Page 12 of 15 to the General Service
Policy), Schedule C, Distribution Plant Support Table for General Service CIAC=s (Appendix B, Page 13 of 15 to the General Service
Policy), Schedule D, Distribution Plant Upgrade Cost for General Service CIAC=s (Appendix C, Page 14 of 15 to the General Service
Policy) and Schedule E, Unit Cost Factors for General Service Customers
(Appendix D, Page 15 of 15 to the General Service Policy), and
WHEREAS Board staff have reviewed the Schedules submitted by
Newfoundland Power, as well as the supporting information received with respect
to these Schedules, and
WHEREAS Board staff recommended that the Board approve the
revised CIAC Appendices.
IT IS
THEREFORE ORDERED THAT:
1. (a) Appendix A, Schedule AA@, Page 11 of 11
Revised, of the Contribution in Aid of Construction Policy: Distribution Line
Extensions to Residential and Seasonal Residential Customers, January 1999,
approved by Order No. P.U. 39 (1998-99) be and it is hereby rescinded and
replaced by Appendix A, Schedule AA@, Page 11 of 11 Revised April 4, 2000, appended to
this Order.

Revised,
Appendix B, Schedule AB@, Page 13 of 15 Revised, and
Appendix C, Schedule AB@, Page 14 of 15 Revised

CIAC Cost Factors to General Service customers, January 1999, approved by Order
No. 39 (1998-99) be and they are hereby revised and replaced by the following
appendix dated April 4, 2000, and appended to this Order
Appendix D, Schedule “E”, Page 15 of 15, Revised April
4, 2000.
2. The
revised cost factors submitted with the application dated February 23, 2000,
and approved above, are to be used in the calculation of all CIAC=s with effect from April 10, 2000, and, where
advantageous to customers of the Newfoundland Power, on all CIAC=s quoted but unpaid as of April 10, 2000.
3. Newfoundland
Power submit a revised CIAC Policy in its entirety incorporating the revisions
approved herein, in addition to the changes approved in Board Order No. P.U. 1
(2000-2001).
